Does VeT support offline send? How to safely load node to collect VeThor?

Hello, I found a mnemonic phrase for an old VeChainThor wallet. I was able to load it on offline computer using Sync wallet. I have a couple of questions because I honestly have not kept up with VeChain. Do I have to go online in order to claim the VeThor it generated? Is there a way to perform offline send? I did not see anything related to performing an offline transaction in the wallet. Also, I had some random VET sent to that address recently. Looking online looks like there is some random lottery. Is the foundation just sending their own VET?
