Coinbase wallet won't send xlm

I am looking for some insight and help. I transferred xlm from coinbase to coinbase Wallet, and now I can not send it ANYWHERE. I have attempted to send from CB wallet to Vibrant wallet several times. CB sends ERROR each time. I have filled out the memo field, and the address is correct. I also tried sending it back to CB exchange and get the same message. Is anyone else having issues?
