In chain scrow. Are there multisig wallets controllable by only a majority of signatures?

Something like a three party scrow system. Three peers share a multisig wallet, one of them arbitrates in case of conflict. With a majority of two thirds the arbitrator allows to transfer the funds to either peer. Would it be possible?
