Holochain virtual distributed bank

Can holochain infrastructure provide the needed tools to build a virtual bank where each user owns his local bank branch. A virtual bank or wallet holds a balance in crypto currencies and can convert this into fiat and purchase goods with it! Is this an out of context crazy idea!?
