Is PoA private Ethereum a fault tolerant platform?

by SoluLab, HyperLedger Fabric is not a fault tolerant network. Is that true? What about a private Ethereum that is live on Proof-of-Authority (PoA) protocol? My mean of fault tolerant is this:
