ETH transaction fees future

Hi,

I was wondering if anyone could help me understand something. Given that ETH is deflationary, the cost to transact on the network theoretically trends towards infinity (not that it will, but costs to transact will only ever get more expensive).

Does anyone see this as a limitation for the network? Can there not be a vote to propose lowering and adjusting fees as the network expands?
