Knowing when to create a new account

I haven’t had a chance to catch up with EOS since the time of voting, and I am learning now how to create named accounts. I see the cost of creating accounts is tied to current RAM price. A couple of questions... 1- Is there anyplace to see current market price for RAM? 2- If I am just creating accounts somewhat for fun, and to hold a new names I like, do I need ram in these new accounts? I am using scatter/eostoolkit.io to create accounts and the default ram is 8192 bytes. Can it be lower? Sorry if this is all covered, or stupid, I am just trying to learn here and there.
