EOS for ICO's

An airdrop is essentially an ICO with a different model to my understanding, with governments starting to crack down on ICO's, wouldn't EOS become a logical alternative for funding through their airdrops? If it is the case, I know ICX does airdrops too not sure in the same fashion, it could really be a game changer as more start-ups look to avoid government trouble.
