Why don't we use negative DSR to create liquidity & bring DAI price down ?

Dai is always slightly overpriced these days
According to [daistats.com](https://daistats.com) 151,776,652.41 Dai is currently sitting in dsr doing nothing,
could negative rate be used as a tool to create liquidity and bring Dai price down when needed ?
Is it too radical to be used ?
