Question about paying a fee when paying back debt and withdraw collateral

When paying back all debt in DAI and withdrawing all (ETH) collateral from a vault, when do I have to pay a fee (when paying back debt, when withdrawing, ...) Do I have to pay the fee in eth or MKR?
