More than 3 weeks in issued, anyone in the same situation?

As simple as that, my jade green have been in issued status for more than 3 weeks, today is the 16th business day since the issuing. I've read here and in telegram that the limit is 15 business days so I wonder if this is very unusual or are a lot of people in the same situation.
