Small pools not compounding rewards making their ROI smaller

I don’t know if this was addressed yet, but it came to my mind that due to not producing blocks constantly, smaller pools will not reach the same ROI because the rewards are not compounded every cycle. For example: Lets say a small pool mints a block every 5th cycle, and bigger pool mints one each cycle, this reward from each cycle will be accumulated to total staking amount, making the reward grow each cycle. While the small pool will get a bigger % in the 5th cycle, but on the long run they will miss some Ada due to inactive compounding. I think that the stake has to be big enough to mint at least one block per epoch, for optimal ROI. Am I missing something?
