Do I need a public (and fixed) ipv4 address in order to start a staking pool?

Here's my plan for starting a staking pool: * Use an Intel NUC (15W), 8GB Ram, 128GB SSD * 1Gb ethernet broadband with 4G USB modem failover * Backup UPS I would have preferred using a cardano on the rocks kit, but I'm in Europe and ordering from China takes a very long time. Anyway, I have my plan in place, but the only detail I'm not sure about is the public ipv4 address. I remember at some point this being a requirement, but I can't seem to confirm this. If a public ipv4 address is not available, will dynamic DNS work instead? Any other alternatives? Thanks for the support.
