Who is benefiting from spamming the mempool?

Is two weeks since 1sat/vb transactions managed to get trough the busiest period of this year so far.
Looking at the mempool, is very strange that some transactions make no sense, somebody is running a script moving very tiny amount of sats around without a meaningful reason at first sight.
