Tin foil hat time

Up here in Canada, Rogers, one of the 3 large telecom companies has had a nation wide service outage for the last 24 hours. For some reason, also Interact and the debit card system is also not working. It got me thinking. Lets say a government wants to ban bitcoin and push a CBDC agenda. Lets say you want to spend your crypto, but the telecom company has a federal order to prevent all crypto transactions from happening, could the telecom company block cypto transactions. This would be a next step after restricting on-off ramps such as exchanges. Curious everyone's explanation for potential ways around this too.
