I am in a small town with shared electricity costs - should I use the lower avg cost to mine btc?

I live in a high cost state but small town where electricity costs are shared. I think that potentially gives me a chance to mine btc more profitable than the average miner.

Why is this a good or bad idea? Should I mine or just smash buy instead?

I have no experience mining btc
