How is PoW more decentralized?

I was convinced this is true, given the argument of PoS being binded to money inequality. But, I recently read a comment pointing out that the mining system is binded to monetary power too.
Im strugling to find a counterargument. What would you say about this?

"Too many folks assume PoW is more decentralized because it's not tied to money, but what's the difference if mining requires money? As you note, PoS lowers the barrier to entry and actually creates a more egalitarian system."
