Can I create a multisig wallet where 1 signer is mandatory and the others can be 1 of 2 or 3 ?

As per title, I'm wondering if i can create a multisig wallet - 2 of 3 key signs to confirm a tax, but one of them to be mandatory.

IE: Key 1 has to sign, and then the TX would require 1 of the other 2 keys to sign as well.

Is this possible?
