A very quick way to get a circular BTC economy would be utilities accepting BTC

If in El Salvador for example the state decides that electric bills can or must be or offers discounts for payments in BTC then almost every ES small business would not just happily accept BTC but hold until they paid their monthly bill (or pay their bill early to avoid fluctuation concerns).
And in turn, ES itself could simply accumulate such coins.
This is pseudo-circular but would lead to a fully a circular economy as long as nobody was worried about being stuck with BTC.
Perhaps already people can pay the government in BTC? I would guess so -- and if so, why would any small business not accept BTC?
